Meridian Grove 2nd Addition

and 4th Ave SE Street Improvements

Project Purpose


 
Meridian Grove 2nd Addition streets were constructed in 2015. Since that time, the street has experienced utility trench settlement causing ponding areas on the asphalt pavement and curb & gutter throughout the neighborhood. Also, settlement around the concrete diamonds have been causing maintenance issues with plows hitting the corners of the concrete. Additionally, since the Public Right-of-Way Accessibility Guidelines (PROWAG) were signed into Federal Law, nearly all of the ADA ramps in the neighborhood are now non-compliant. Street projects including mill and overlay work trigger the requirement to address non-compliant ADA ramps. 4th Street SE was constructed partially in 2002 and finished in 2006. During the asphalt streets evaluation performed in 2020, areas of the north section of the street were observed to have possible asphalt wear course delamination, and recommended to be milled and overlaid. Due to low traffic volumes on this portion of the street, the city opted to only seal coated the street in 2022. In the summer of 2024, a short period of heavy truck traffic from a nearby construction project caused the delamination areas to worsen, to the point where an asphalt mill and overlay is now necessary.

Project Scope


 

The project scope consists of an asphalt mill and overlay of Meridian Grove 2nd addition streets, and the north section of 4th Ave SE where the pavement has been damaged. Specific to the Meridian Grove neighborhood, curb and gutter holding greater than 1" of water will be repaired or replaced. Concrete diamonds around manhole castings and gate valves will be removed, and manhole castings replaced with floating asphalt castings. ADA ramps which are not PROWAG compliant will be replaced. The asphalt streets have experienced significant settlement, and an asphalt leveling course will be required to improve cross slope prior to the overlay.

Project Schedule



 

The study phase is expected to be completed in November of 2024. Design is anticipated to take place from December 2024 to February 2025, with construction to take place beginning around May 2025.

Project Cost



 

The preliminary total project cost is estimated to be $2,260,000.
